Handout implies something extra than what you are entitled to. Clubs are not just given sky money for no reason, its because their games are screened by sky, it is not something for nothing. You asked for an advance on money you are entitled to. However, you are correct it wasn't just Rovers who got this advance.

So the Sky money could be seen as a handout, as most if not all Super League clubs aren't doing to well in the finance department and it is free money as such, given that the money is passed from Sky to the RFL who in turn hand out the money to the clubs.
